Opening of borders: Travels to Italy are regulated on the basis of lists of groups of countries, identified by the letters A, B, C, D, E, for which different measures are envisaged. It is recommended to check which group your country of origin belongs to on the website www.viaggiaresicuri.it and on other Italian government websites, where it will also be possible to consult the list of exceptions.
List A – travels allowed without restriction.
List B - travels allowed without restrictions, with obligation to fill in a specific self-declaration.
List C – travels allowed, with the obligation to fill in a specific self-declaration form, to submit a certificate of negative molecular or antigenic swab test, not older than 48 hours and carry out a five-day quarantine period.
List D - travels allowed, with the obligation to fill in a specific self-declaration form, to submit a certificate of negative molecular or antigenic swab test, not older than 48 hours and carry out a ten-day quarantine period, after which it will be mandatory to carry out a further molecular or antigen test.
List E - travels not allowed.
* Cruise passengers who have not stayed or transited in the fourteen days prior to boarding in the countries of lists D and E are admitted on board. In case of stay or transit in the countries of list C, passengers must present at boarding the certification of a negative result of a molecular or antigenic test, carried out in the 48 hours prior to entry into the national territory.
* On the Italian territory, there are differentiated measures, divided according to four risk bands (white, yellow, orange, red). The belonging of a Region or Autonomous Province, or other area of the territory, to one band is subject to periodic review. In the Regions in the red band, travel is allowed only for proven reasons of work, health or necessity.
* To enter Sardinia, you must fill an online form before boarding and meet one of the following conditions:
  • having carried out the vaccine;
  • having carried out the swab with negative result no later than 48 hours before departure; 
  • having a swab on arrival at dedicated areas in ports and airports or within anywhere 48 hours from arrival, taking care to make a new one after five days. Otherwise, it’s possible to carry out a ten-day quarantine period.

Opening of borders: Travellers coming to Malta from the ‘Green List' of safe countries will NOT be subjected to a swab test on arrival. At present, the following countries are on the ‘Green List': Australia, China (Hong Kong, Macau and Taiwan included), Denmark, Finland, Iceland, Italy (Sicily and Sardegna), New Zealand, Norway, Portugal (Madeira, Azores), Rwanda, South Korea, Spain (Canarias), United Arab Emirates.
Passengers arriving from countries on the ‘Amber List' are required to submit a negative COVID-19 PCR test certificate before boarding flights or cruises to Malta. The swab test should be carried out within the previous 72 hours. At present, the following countries are on the ‘Amber List': Andorra, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Estonia, France, Germany, Greece, Hungary, Indonesia, Ireland, Italy (all airports except Sicily and Sardinia), Japan, Jordan, Latvia, Lebanon , Liechtenstein, Lithuania, Luxembourg, Monaco, Morocco, Netherlands, Poland, Portugal (all airports except Madeira, Azores), Romania, San Marino, Slovakia, Slovenia, Spain (all airports except Canarias), Sweden, Switzerland, Thailand, Tunisia, Turkey, Uruguay, Vatican City.

Opening of borders: Borders are open but it is necessary to observe certain regulations and procedures.
It is advised to fill out the form at Croatia Pre-entry and travel form  before arriving at the border for faster border crossing.
Passengers coming directly from the countries and / or regions of the European Union, i.e. countries and / or regions of the Schengen Area and Schengen associated countries, and who are currently in the so-called green list of the European Centre for Disease Prevention and Control, regardless of their citizenship, will be allowed entry into the Republic of Croatia under the same conditions as before the onset of the COVID-19 disease if they show no signs of disease and they have not been in close contact with an infected person.

If the aforementioned persons transited to the border crossing points of the Republic of Croatia through other countries / regions without delay, at the border crossing point they should prove that they did not stay in transit areas and in that case, they will not be required to have proof of testing, a certificate of vaccination against SARS-CoV-2 disease, proof of recovery, nor will they have to stay in self-isolation.
 
Passengers who come to the Republic of Croatia from EU / EEA member states / regions, and which are currently NOT on the so-called GREEN list of the European Centre for Disease Prevention and Control, must present one of the following documents:
  • a negative PCR or rapid antigen test result for SARS-CoV-2 that is not older than 48 hours (counting from the time of taking the swab to arriving at the border crossing point) and, in the case of a rapid antigen test and a stay longer than 10 days in the Republic of Croatia, the test must be repeated within ten days from the date of issuing that test;  
  • vaccination certificate for persons who received a second dose of COVID-19 vaccine more than 14 days prior. Exceptionally, in the case of a vaccine received in a single dose, a certificate of receipt of a single dose if the dose was received more than 14 days before crossing the state border;
  • presentation of a positive PCR or rapid antigen test, confirming that the holder recovered from the SARS-CoV-2 virus infection, which was performed in the previous 180 days, and older than 11 days from the date of arrival at the border crossing point or upon presentation of a certificate of recovery issued by a physician;
  • or perform PCR testing or rapid antigen testing on SARS-CoV-2 immediately upon arrival in the Republic of Croatia (at their own expense), with the obligation to stay in self-isolation until the arrival of a negative test result. If testing cannot be performed, a measure of self-isolation is determined for a period of ten (10) days.
